Hi Glenn, you might try Penn State Supply. They have ice cream scoop kits but I'm not sure if they are stainless? I think Craft Supplies has them also. I'm sure their kits are made in china. Good luck.

The best ice cream scoops that I have found is the one pictured below made by Oxo. They have a number of models, but the one I like has a squared off shape to the front and it is sharp enough to easily scoop ice cream that is fairly hard. The plastic handle could be easily broken off so that you could make your own handle. The scoops in the kits all seem to have a rather blunt edge ..... and they're more expensive than Oxo.
