In the AW Journal announcement (Spring pg. 9):

The steel for the Anniversay Gouges was mistakenly identified as "10v" high speed steel. The gouges are manufactured from M-4 steel. If you have ordered any of these tools and do not wish to recieve an M-4 bowl gouge, please contact the office in Saint Paul via telephone or e-mail immediately. Should we receive no information to the contrary, we will ship your gouges as soon as they become available.
