Yes! Most folks submit at the last minute. I suspect there is some procastination. Also maybe it psyches out the competition. ;)

I'm pretty diligent in reading email everyday but if someone thinks I missed their email, just send me a PM (private message). I get over 50 spams a day. They go to a separate folder but sometimes even good email gets filtered into ther too.
