I’m looking to up grade from a Jet 1221vs.
I’d like to find a used Robust Scout but might be okay with a used Powermatic 3520b.
I bought the Jet so I could turn my own tool handles and now turning has gotten to be another addiction!!

A used lathe is almost always the best value and you can usually sell it for what you paid for it.
If you decide to get a different lathe
I suggest you connect with local chapters of the AAW.
They often have members selling lathes.

Usually you can turn on the used machine and often they come with chucks, centers, and faceplates.
 
This attached link is purely to stir the soul - I can't vouch for what's a good deal in your neck of the woods. I have a PM3520B and it does all that I have every asked. I was very fortunate to purchase it very inexpensively from a club member liquidating his shop for medical reasons. However, this is all the lathe you'd ever need or want (unless you're a die hard about another brand). I'd strongly consider looking local on Craigslist, Facebook and contacting local woodturning clubs. This is an example "just down the road" (I don't know IL or WI at all):


I'll also add that what you don't want in the above example could be sold to other club members and on local second hand sales fronts.
 
Omer, that's an overboard set up, BUT you might contact the members of nearby clubs and see if there are folks that might want to buy some of the stuff you won't need or want. A group purchase might make it work. The long bed extension is a pretty uncommon part of the set up, in my experience, and getting that sold would be a challenge.

A realistic price for a 3520b with a few turning tools would be more like $3000, give or take $500, I would guess. A used Robust Scout is not going to come up for sale very often.
