I don’t have or know about the Jet1221VS.
This is what I used to touchup and repaint older Jet 1014 minis (non-VS) and a Jet 1642:

I got this advice years ago and have since bought several cans and have repainted tailstocks and banjos which tend to get beat up. I wire brush first, hand sand if needed, and clean well with solvent before painting. The color matches, at least well enough for me.
I don’t know if this is available where you live.
I also don’t know about RAL numbers. (There’s a lot I don’t know)
