The Moderators, Admininstrators and Super Moderators lists don't tell me who's in charge of the gallery so I'll ask the question in this fashion.
After I've uploaded one image to the gallery the system tells me (on my next attempt to upload an image) that I've exceeded my limit of 4 images.
How does the gallery portion of the server calculate one as equal to four?
 
I would say it is within the last 24 hours. You are permitted 4 uploads per day, (there is no way to determine what the software thinks a day is, my guess) the files no more than 100KB each and a total gallery size of 10MB
