Shorten Allen wrench

Probably a grinder. (either clamped in Vise-Grips on bench grinder, or clamp the Allen key and use a hand-held)
 
i cut HSS 3/16” square tool bits by holding them in a vice grip and notching opposite sides on the corner of a matrix grinding wheel.
Then put it in a vice an use the vice grips to snap it.
A quick process

I then sharpen on end and round the other on the wheel to glue it in the tool.

This should work on an Allen whench of similar size.
Not sure how it would work on larger sizes might be too hard to break.



Angle grinder with cutoff wheel will work too

I've used several methods, all work. Bench grinder to the face of the tool if you are just making it a little shorter to remove the rounded off edges, hacksaw if you need a custom length. An angle grinder with a thin cutoff wheel works well also.

A vise to hold the allen wrench is a huge help. Vice grips if you don't have a vise available.

Finishing the cut by holding the face against a bench grinder for a second will clean off any burrs.
 
I use a cutoff wheel on an angle grinder if I have to make a lot of cuts or I'm dealing with very hard steel, but for one-off cuts I tend to use a hacksaw and bench vise. Easier to set up and I don't need to worry about the sparks.
