Any recommendations for a good source for hook material for making sanding pads?
 
When I needed some years ago I simply went to the fabric store. They have all sorts with and without sticky back.

When I was at the Richmond symposium, I purchased a piece of 6"X12" cloth backed Velcro hook material from The Sanding Glove for $6.95 + tax. I'm certain that they also had the self adhesive backed material, as well as other sizes. If it is not on their website, then I would give them a call.

I ended up ordering some from Industrial Abrasives. I bought some of the 1/2 sheet size used to convert clamp type sanders to hook and loop. They are a great source for hook and loop sand paper in the 3 foot sheets as well.
 
Sponge rubber hook & loop sanding blocks

I have tried making my own sanding pads and then applying hook material as you suggested...

...but have you thought about buying the hook material already attached to the rubber?

I've had much better results with this route, which is reasonably cost effective here in the UK. You can buy these hand-sanding foam blocks for a few bucks and, when cut in half, they can easily give you two 2-2.5" disks.http://www.screwfix.com/prods/17445/Abrasives/Hand-Sanding/Sanding-Blocks-Kits/Sanding-Block-VB2#

The heat build-up from power and passive sanding doesn't seem to have the same detrimental effect on the glues used in these pads than anything I've tried, including the self-adhesive versions.
