who has one

Saw video of use between centers, what about with chuck or faceplate?

can it be mounted outboard to the same effect?
 
Yes I have one but have not used it much, since my VL300 long bed is so heavy it’s seldom needed.
You could use it inboard with a chuck but I would be leary of having that much weight hanging off your spindle on the inboard side, preference would be to hang it outboard. Remove the outboard hand wheel attach the off balance weights and then reattach the hand wheel.
Though be very careful, as I found that “habit” is to reach for the hand wheel when stopping the lathe, but now you have these weights where once the hand wheel was.
