I bought this from Harwood several years ago when she just started selling them. At that time they were made by Doug Thompson and they are labeled as 10V.
I can say I used it once or twice while I was trying to use her 40/40 grind for bowls. I didn't get along with 40/40 and this gouge was buried in wood dust.
