ID this tool?

Just guessing, a reach around the corner tool for hollow forms. or for recessing the inside of lips on bowls. The extra handle is to help overcome torque from scraping the interior.
 
Yes, a hollowing tool. The cutter does look to be angled slightly so it will give more of a sheer cut. I do not recognize any brand like it, and it could be home made. The vertical handle is for resisting torque as you reach out. If the cutter is in line with the square shaft, there should not be any torque. If it is off to the side a bit like in the pictures, then there will be some torque.

Yes I knew it was a hollowing tool. Was hoping someone recognized it. The handle is similar to an old Sorby gouge I have. Pretty sure the cutter is carbide, similar to Hunter cutters but quite large at 22mm.
 
The above guesses are as good as any. To my thinking, it's a good tool to hang on the wall - hollow-forming has evolved and the tools much better, and safer. I can think of multiple ways to make your old tool work but, unless you're a machinist, you could get a new Rolle Munro and get superior results and save money.
