How do you get the jig on tool solid ? When you turn the big part of the threaded shaft down with the big ball the smaller threaded shaft turns into the larger one and locks up and the tool is not captured?

There should be a small Allen cap screwat the end of the threaded shaft, which allows the tool capture part (the round piece with the groove in it0 to swivel and prevents the threaded shaft from going through. Is this in place?
