If you have more specific questions after you look just chime in. You also might want to look for a club near you and get direct advise and demos to watch probably on Zoom right now.
Penn State also has a line of very acceptable value priced tools, Benjamins Best. The M2 steel is good. They also have a lot of pen making accessories. I am not a fan of their Barracuda chucks though. You will need a way to sharpen tools.
Welcome to the forum. I'm fortunate to have a Woodcraft store nearby. Penn State offers more of a selection of specialty pen kits. Doug is correct, you need sharp tools.
Welcome to the Forum. You will get a better response if you post this on the general woodturning sub-forum. This one is mainly for introductions. We would like to hear a bit more about you..
Welcome to the Forum, Ted. I agree with all the above on Pen supplies. You will enjoy pen making Ted and it's a good place to start. I made pens for several years then I progressed to making bowls, vases and other items. You will get a great deal of knowledge from some of the country's most talented turner's.
