I haven't had a problem with pure walnut oil curing. It takes some time but the stuff I've used from the grocery store cured, guess I got lucky. I haven't used it much recently since I've moved on to other finishes.
I use Mahoney's walnut oil, which does cure. I tell my customers they can use walnut oil from the grocery if they want to "refresh" a bowl.
I don't ever do anything to my personal bowls and spoons, and they're fine. They don't look like they originally did, but have their own patina from use.
I figure if someone is going to "maintain" theirs, they'll probably be redoing it every few months and it really won't matter if it cures or not in between time. So grocery oil is ok.
